Science, Innovation and Business Competitiveness. Will Colciencias Survive?

Abstract

Law 1753 of June 9, 2015 by which the National Development Plan 2014 was enacted  2018 (PND) contains five articles (Articles 5th, 7th, 10th, 12th, and 186th) a structural reform of the National System of Science, Technology and Innovation (SNCTI) in Colombia (1). While it is true, the basic guidelines were already outlined in the National Development Plan 2010-2014 and the emphasis on the already precarious generation of scientific knowledge had been replaced by business innovation since 1995 with the creation of the National Innovation System and then with the 1286 Act of 2009; He had not been defined in such a radical way as does the current PND, which address the same axis system CTI does not rest already in the state represented in Colciencias, or in universities or in public research centers or private, but in business through the Regional Commissions?Competitiveness in every department?(Art. 186 PND).
